Liberal MP Irwin Cotler (Mount Royal, Que.) introduced a private members' bill entitled, An Act to amend the Criminal Code and the Immigration and Refugee Protection Act (trafficking and transplanting human organs and other body parts). Bill C-561 was read a first time.

December 9 – An NDP opposition motion may be debated

An NDP opposition motion put forward by Murray Rankin (Victoria, B.C.) that the House call on the government to commit to supporting an immediate phase-in of increases to basic public pension benefits under the Canada and Quebec Pension Plans at the upcoming meeting of federal, provincial and territorial finance ministers, may be debated.
